The Latest on North Korea’s diplomatic overtures (all times local):

U.S. national security adviser John Bolton is reacting coolly to word that North Korean leader Kim Jong Un would be willing to give up his nuclear weapons if the U.S. commits to a formal end to the Korean War and a pledge not to attack the North.

Bolton says on CBS’ "Face the Nation" that "we’ve heard this before." He says North Korea’s propaganda playbook "is an infinitely rich resource."

 

The South Korean president’s office is reporting that Kim outlined his position at the two sides’ historic summit on Friday.

The Korean Peninsula technically remains in a state of war because the 1950-53 Korean War was halted with an armistice, not a peace treaty.

Pope Francis is hailing what he called the "courageous commitment" undertaken by the leaders of North and South Korea.

 

 

Francis told faithful in St. Peter’s Square on Sunday that he is accompanying "with prayer the positive result" of Friday’s summit and praised the leaders’ aim to "achieve a path of sincere dialogue for a Korean Peninsula free of nuclear arms."

He prayed that hopes for a peaceful future "won’t be disappointed" and that the collaboration can continue for the benefit "of the beloved Korean people and for the entire world."

Earlier on Sunday, South Korea’s presidential office said North Korean leader Kim Jong Un has vowed to shut down the country’s nuclear test site in May. But there has been widespread skepticism about whether the North will fully surrender its nuclear weapons.

South Korea says North Korean leader Kim Jong Un is willing to discuss normalizing relations with Japan.

President Moon Jae-in’s office says Moon has briefed Japanese Prime Minister Shinzo Abe on Friday’s summit with Kim.

Moon told Abe that he conveyed Japan’s desire to normalize ties with North Korea after resolving issues of "past history." Moon’s office says Kim replied that he’s willing to negotiate with Japan.

 

 

The office didn’t provide specific details but Abe reportedly said that Moon addressed the North’s abduction of Japanese citizens during his meeting with Kim.

Japan says North Korea abducted at least 17 Japanese citizens in the 1970s and 1980s to train its agents in Japanese language and culture in order to spy on South Korea. North Korea has acknowledged abducting 13 Japanese in the 1970s. It allowed five of them to visit Japan in 2002 and they stayed. North Korea says eight others have died, but their families say the North’s statement cannot be trusted.

Seoul says North Korean leader Kim Jong Un plans to shut down the country’s nuclear test site in May and reveal the process to experts and journalists from the United States and South Korea.

Seoul’s presidential spokesman Yoon Young-chan said Sunday Kim made the comments during his summit with South Korean President Moon Jae-in on Friday.

Yoon says Kim also said President Donald Trump will learn he’s "not a person" to fire missiles toward the United States. The Kim-Trump meeting is anticipated in May or June.

Yoon says North Korea also plans to re-adjust its current time zone to match the South’s. The North in 2015 created its own "Pyongyang Time" by setting the clock 30 minutes behind the South.

America’s goal, they say, should never have been “denuclearization,”

but regime change. These days, those regime-

change evangelists, having shrugged off the lessons

of the Iraq War, are back at the helm of U.S. foreign

more recently has argued that the administration should

That probably spells doom for the nuclear deal.

Among the most strident critics of the nuclear deal with Iran are those who believe it furthers the survival of its leadership. By throwing Iran’s rulers an economic lifeline, they believe, the deal is an abject failure. America’s goal, they say, should never have been “denuclearization,” but regime change.

These days, those regime-change evangelists, having shrugged off the lessons of the Iraq War, are back at the helm of U.S. foreign policy. John Bolton, Donald Trump’s new national-security adviser, has long advocated regime change in Iran, and more recently has argued that the administration should openly embrace it as a foreign-policy goal. At the same time, Bolton and his ilk are pushing for a denuclearization deal with North Korea ahead of Trump’s planned summit with Kim Jong Un, the country’s leader. Preparations for the meeting will likely be in full swing by May 12, the next deadline for extending the Iran deal. The Trump administration, in other words, could find itself in the odd situation of tearing down the nuclear deal with Iran while pursuing a similar deal with North Korea.

 

 

With proponents of regime change ascendant, the temptation in the Trump administration to cast the deal aside in an effort to weaken Iran is great. Yet the immediate ripple effects of such a decision will breed dangerous consequences, both in Iran and across the Middle East—ones that the Kim regime will be watching carefully.

Regime-change advocates were emboldened by the anti-government demonstrations that swept across Iran this past winter. For the first time, economic hardship clearly fueled wide-scale unrest, bringing into the streets thousands of urban and rural poor—the very people that the Islamic Republic regards as its base. Iran is already hard-pressed to address domestic economic needs through the nuclear deal. Without the deal, the situation could grow even more dire. That worry has discouraged investment, and last month led to a run on Iran’s currency.

 

Since the demonstrations, the Trump administration has viewed Iran’s rulers as vulnerable. Additional economic pressure, it believes, could threaten their hold on power. Undoing the nuclear deal would pave the way for a return to punishing international economic sanctions on Tehran—this time, not only for its nuclear program, but for its pursuit of medium- and long-range missiles, and support for the Assad regime in Syria. Such a scenario would restrict trade, discourage foreign investment, and potentially force Iran out of the oil market. This would please Saudi Arabia, whose economy depends on high oil prices. During his visit to Washington, Saudi Arabia’s Crown Prince Mohammad bin Salman predicted that the price of oil could rise to $80 a barrel—a price he would need in order to realize his ambitious economic agenda and fulfill the kingdom’s military and political aims. Excluding Iran from oil markets would certainly help realize that prediction.

With the Iranian economy on its knees, the Trump administration thinks Tehran would surrender to a better deal—one that the president, eager to flex his deal-making prowess and outshine Obama, would fancy. But this is a risky strategy. Washington led the negotiations for the nuclear deal, and swore off regime change in the process. If Trump scuttled it not only to improve its terms, but also to inch closer to regime change, it will be difficult to persuade other adversaries with dangerous weapons to seriously consider diplomatic engagement. Without credible diplomatic options, war would become the only path available to the United States to address thorny international issues—the very trajectory that the candidate Trump railed against.

 

Even if Trump gets regime change in Tehran, it may not be the sort he wants. Canceling the nuclear deal and increasing economic pressure on Iran would further marginalize the moderates and pragmatists who favor engagement with the West, while empowering the Revolutionary Guards and their hardline allies. But before that happened (if it happened at all) the instability Washington would hope to sow in Iran could instead surface in countries where it craves stability, most immediately in Iraq. This is because the nuclear deal has provided the United States and Iran with the tacit context to cooperate in Iraq in the fight against the Islamic State. Without the deal, Iraq could once again become a battleground for U.S.- and Iran-backed forces.

Another unwelcome development that would precede a hypothetical regime change: Iran would likely quickly return to enriching uranium, this time at levels higher than the 20 percent that once so worried the international community. Admiral Ali Shamkhani, the secretary of Iran’s Supreme National Security Council, has raised the stakes further, threatening that if the United States quits the nuclear deal, Iran could even leave the Non-Proliferation Treaty, which could mean openly pursuing nuclear weapons.

President Trump, in turn, warned on Tuesday that if Iran resumed nuclear activity it “will have bigger problems than [it] ever had before.” That is unlikely to deter Tehran. In fact, the more the United States threatens Iran’s leadership, the more likely it is to seek protection under its own nuclear shield. Washington would then have to switch gears, put regime change on the back burner, and instead woo Iran back to the negotiating table. The United States would have the same economic leverage it had first time around, but Iran’s nuclear program would be more advanced; Iran would have more leverage to get a better deal than the one the Obama administration

(CNN)The White House is looking at Libya as one example of how it will handle potential negotiations with North Korea on dismantling its nuclear program, John Bolton, US President Donald Trump's national security adviser, said Sunday.

But experts say the Libya model is a dangerous one to trot out when discussing North Korea.
 
Libyan leader Moammar Gadhafi agreed to abandon his nuclear ambitions in exchange for sanctions relief in the early 2000s. Within years, Gadhafi was overthrown and killed by rebels backed by Washington.
Analysts who study North Korea say Pyongyang often cites Gadhafi's case to show that only nuclear weapons can deter the United States in the long-term to ensure the survival of the Kim Jong Un regime.
Bolton appeared to use the Libya case as an example of how North Korea might develop the trust of international partners, just days after after Kim committed to the "complete denuclearization" of the Korean Peninsula during a historic summit with South Korean President Moon Jae-in.
"One thing that Libya did that led us to overcome our skepticism was that they allowed American and British observers into all their nuclear related sites. So it wasn't a question of relying on international mechanisms. We saw them in ways we had never seen before," Bolton told CBS News.

Summit preparation

Both US Secretary of State Mike Pompeo and Bolton are preparing for Trump's upcoming summit with Kim, which the US President said could happen in three to four weeks.
Trump shocked the world last month by accepting an invitation to sit down face-to-face with the North Korean leader after a year of saber-rattling from Washington and Pyongyang.
It's unclear where exactly the two will meet, but Trump suggested Friday the shortlist was down to two to three locations.

Pompeo and Bolton have made it clear that a major factor in determining the success of a Kim-Trump summit -- which would be the first meeting between a sitting US President and a North Korean leader -- will be whether both sides can develop a modicum of trust between each other.

The secretary of state became the highest ranking US government official to ever meet Kim over Easter weekend, traveling to Pyongyang where the two discussed the upcoming talks, Pompeo said Sunday.

Chinese minister to visit North Korea

Friday's inter-Korean summit was a spectacle filled with pageantry and history-making moments, with Kim becoming the first North Korean leader to travel to South Korean soil since 1953.
Now, the young North Korean leader appears to be moving quickly on the diplomatic front.
Kim will welcome Chinese Foreign Minister Wang Yi for a visit in the coming days, and the South Korean presidential office said Pyongyang planned to shutter the country's nuclear test site and invite foreign journalists and experts to ensure "transparency" around its closure.
"The United States, though inherently hostile to North Korea, will get to know once our talk begins that I am not the kind of person who will use nuclear weapons against the South or the United States across the Pacific," Kim was quoted as saying by Moon's spokesman Yoon Young-chan on Sunday.
But despite the cautious optimism emanating from Pyongyang, Seoul and Washington, experts say the real work is yet to come.
"As we go from really broad details into more and more definitive outcomes, it's going to be tougher and tougher to keep the whole team on board," said Melissa Hanham, a senior research associate at the James Martin Center for Nonproliferation Studies.
South Korea on Monday began to dismantle speakers along the highly militarized border with North Korea after the two Koreas agreed to stop broadcasting propaganda across the border in Friday's post-summit declaration.
The speakers had been playing on a regular basis since January 2016, when they were turned back on as a response to North Korea's fourth nuclear test.
They were used to broadcast Korean pop music, news and weather forecasts -- snippets of everyday life in the South that are strictly off limits for North Koreans.

Challenges ahead

Friday's summit ended with Moon and Kim agreeing to the "complete denuclearization" of the Korean Peninsula and the formal end of the Korean War, a conflict that is still technically ongoing as hostilities ended with a truce rather than a treaty.
Moon and Kim's commitments were made in a three-page joint declaration that analysts say has lofty goals but is scant on details.
If negotiations were to reach a phase where North Korea is required to declare weapons, experts say a deal with Pyongyang might be complicated and would see the United States push for invasive mechanisms -- like the continued presence of international monitors inside North Korea -- that Kim may balk at.
"Not only would we be watching their uranium enrichment facility -- the one we know about -- their plutonium reprocessing facility and their reactors that we know about in Yongbyon, we would have to hope that there were no other facilities that we didn't know about that were enriching uranium," said Hanham, the nonproliferation expert.
Then there's the issue of the warheads they've already made, the nuclear weapons that are meant to be fitted atop missiles.
"They're small and can be moved around the country and they can be hidden," said Hanham. "We would have to worry about whether they did or didn't declare all their warheads to us."

John Bolton on push to rid North Korea of nuclear weapons

National security adviser John Bolton details the Trump administration's strategy on 'Fox News Sunday.'

 

 

 

National Security Adviser John Bolton suggested Sunday that President Trump will not meet with Kim Jong Un unless the North Korean leader agrees to give up his country’s entire nuclear weapons program.

Bolton told “Fox News Sunday” that the leaders are still negotiating a time and place for such a meeting, but that finalizing such logistics hinge on Kim abandoning his nuclear program.

“If, in fact, Kim has made a strategic decision to give up his entire nuclear weapons program, then I think deciding on the place should be fairly easy,” Bolton said.

 

 

Bolton said world leaders -- including South Korean President Moon Jae-in -- have lauded Trump for bringing Kim to the negotiating table with painful economic sanctions and “political-military” pressure.

A meeting between Trump and Kim would mark the first time that the leaders of the United States and North Korea have met.

"It's taken a long time, many, many decades to get here," Trump said Friday. "Let's see what happens."

Bolton spoke to Fox News just two days after Moon and Kim held a historic summit on the North Korea-South Korea border, where they vowed to remove nuclear weapons from the Korean Peninsula, without identifying specific, new measures to achieve that goal.

The summit was almost inconceivable a few months ago, after a year when the bordering countries seemed on the verge of war.

The Koreas have technically remained at war since the 1950-1953 Korean War, which was only stopped via an armistice. The two countries have agreed to stop all hostile acts over "land, sea and air" that can cause military tensions and clashes.

World leaders hope Trump and Kim can perhaps further solidify or advance the Korean agreement if they indeed meet in May or June, as projected. However, they remain skeptical.

 

 

Trump tweeted Saturday that the logistics for his planned meeting with Kim Jong Un are “going very well.”

A meeting between Trump and Kim also seemed impossible until recent weeks, amid North Korea’s recent testing of a nuclear warhead and ballistic missiles that could launch a nuclear weapon. Just four months ago, Kim threatened the U.S. with nuclear weapons.

The tests resulted in the stiff economic sanctions and an alarming exchange of public name-calling between Trump and Kim that sparked fear of war. Trump had called Kim “Little Rocket Man.” And Kim had called Trump a “dotard.”

Bolton acknowledged Sunday that Trump is “eager to (meet) as soon as possible.”

However, he also made clear that nobody in the administration is “starry-eyed” about Kim indeed dismantling his nuclear weapons program and sticking to his promise.

Bolton also suggested that Kim would have to give up his “entire nuclear program” before sanctions are lifted.

 북한 당국이 남북 및 북미 정상회담을 앞두고 주민들에게 ‘핵 보유국 달성’을 선전하고 교육을 강화하는 것은 대외적 핵 협상을 앞두고 내부의 결속을 더욱 다지려는 의도로 보인다. 또 핵무기 완성이 김 위원장의 지도력 덕분이라고 강조함으로써 그의 대내외적 위상을 한층 공고히 하려는 시도로 해석된다. 이 보도지침에는 조선중앙통신 보도와 마찬가지로 북한의 ‘핵 포기’로 읽혀질 만한 문구는 전혀 없다고 소식통은 전했다.

 

북한의 조선문학창작사는 북한 문인들의 작품 활동을 통제할 뿐 아니라 생활비 지급 등도 맡고 있는 국가기관으로 회원은 1200여 명으로 파악되고 있다. 북한 당국이 보도기관 뿐만 아니라 문인들까지 내세워 ‘핵 보유국 달성’을 선전하는 작품 활동을 하라고 촉구하고 있는 것은 자신들이 주장하는 ‘핵 무기 완성’을 스스로 ‘역사적 사건’으로 인식해 북한의 문학창작 활동에까지 반영하려는 의도인 것으로 여겨진다.

신문은 "미국 집권자들이 떠드는 '자유'는

독점 자본가들이 근로인민대중을 마음대로 착취할 수 있는 자유이며,

근로하는 사람들에게 있어서는 생존권과 노동권을 임의의 시각에 빼앗길 수 있는 자유"라며

"미국식 민주주의가 보편화되면 국제사회는 무법천지로 되고 말 것"이라고 깎아내렸다.

 

 

신문은 이어 "미국 집권자들이 자유에 대해 열심히 떠들어대는 이유는

미국식 민주주의를 국제사회의 본보기로 광고함으로써 패권야망을 실현해보자는 것"이라며
